If it is set at the host level it will work no matter what the user level
says unless the user level is less than the host level. Examples:

Host level 10 MB
User level 0 (unlimited)
Limit will be 10 MB

Host level 0
User level 10 MB
Limit 10 MB

Host level 10 MB
User level 5 MB
Limit 5 MB

Host Level 5 MB
User level 10 MB
Limit 5 MB
