Yes there is in Windows 2000 server, it’s
in the Local Security Settings, in the same screen where you setup the server
to lockout and account after x number of tries. It’s called “Reset
account lockout counter after” where you can set the time interval. I
haven’t played with Windows 2003 long enough to worry about that yet as

admin’s can unlock an account that has been suspended by too many
