Could someone explain why a receiving mail server would reject email from and saying its not configured to relay?
Could it be that the recipient account is being forwarded?

It could be anything.

It could be that the owners of the mma.com.ve domain put in mailservers in their MX record that they do not have permission to use. It could be that the mailservers for mma.com.ve are misconfigured.
