You can't regulate what somebody's SMTP client composes, since the composition occurs offline. Remember that the client/server relationship between an Exchange server and Outlook's Exchange service is much more intimate that the relationship between, say, IMail SMTPD and Eudora.
You _could_ use group policies, if applicable, to lock down settings in MUAs that are in a Windows domain.
