If it's an IMail mailing list, mxGuard will only call the scanner once as expected. But in this case, this list was produced by a webscript that created a separate message for each recipient, resulting in a call for each message.
There's no whitelisting in the AV scanning?

By design, we do not skip AV scans for any whitelisted or trusted senders/IPs - only the anti-spam tests are skipped.
