I was given a 60gb IBM drive with some bad spots on it.  Right now I'm using
my Linux box to run badblocks in destructive read-write mode.  The badblocks
command nicely pumps out a text file with the numbers of the bad blocks.

I don't know of anything comparable in Windows.  I know that on one of my
Maxtors the partition table got scrambled so that when I tried to format
with any OS (Windows or *nix) it would fail.  I thought the drive was
hooped, but I downloaded the Maxtor utilities, which had a low-level format
function, which handily fixed the problem.  I'm running the drive right now
without a hitch, so I would suggest that may be a route to go (obviously
this will depend on manufacturer).
