Matt I understand your problem, just a suggestion since I had to do this to one of my customers.
Setup an MS SMTP server with IIS web server enabled. Use one IP address for the bulk email with the proper IP, reverse DNS, etc. Setup a web page at that address with info on what that server is for and how to contact you or your customers to get removed from the mailing lists. Make sure your customers are using a good mail returnable email address to send out all their bulk email.
I found this server was black list free for the three years it was running, then my client when out of business. But it should help your customers and keep the black lists happy, since your are providing info on how to be removed.
