To  a  specific IP, which then forces the traffic to the NIC for which
that is the primary IP.

I am under that impression based on research I did last year (somebody
posted  exactly  the  same  request). Could be something I missed, but
basically,  if the application doesn't bind the outgoing socket to the
IP you want, you can't rebind it.
