Have him check the connection to both port 25 and port 110 using telnet. If
he can't connect to either one it is a network issue on his end...Could be a
firewall that he is behind or port blocking by his ISP. Either way telnet is
a great troubleshooting tool. You may have to walk the end user through it
but it is invaluable. You can also tell if their email is being proxied
through a mail server using this as well...

Have you checked to see if he's running any antivirus software and if so 
disabled its email scanning?  Can he telnet to the server on port 25?

I can see them blocking port 25, but not the pop.
