That's exactly what I did as well.  They were using IMAP, so that part
was set up.  I just added the Exchange account and dragged everything
from their pst into the Exchange mailbox.  Even the larger accounts
(1000's of messages) only took a few minutes.  I know it's not automated
and behind the scenes and whatnot, but hey it's definitely under $2000!

Maybe not the most elegant solution, but here is what I did.

Setup Outlook to attach to the Exchange server. Once that was set I
added an IMAP account to the Imail server within Outlook. I then just
did a drag and drop from the IMAP boxes to the Exchange boxes for the
clients. Not elegant, and probably only worked cuz this is a K-12 public
school environment and I have access to all things in the network.
