In order for the setting to take you have to bounce the service. this should
disconnect any open connections. Are you sure they are connected to a port
that you have dis-allowed them access to?

We're showing an IP in our open connections using netstat that we have
denied access by adding them to the control access list. The problem is
that they are still opening connections. I thought this would prevent them
from even keeping a connection open but I guess not. Any idea how to
prevent them from doing that?
