Microsoft has some trivial web-code samples that allow just that. If you
have a public IIS handy, and can't find the reference on Microsoft.com, I'll
dig it up for you. They'd still be using a different interface for password
maintenance, but at least it would be over the web, and not require a local
session.

When using the NT user database option, users can only change their
passwords at the NT logon prompt. Imail has no user control with this
user db.
