No, that is not how it worked.

It kept the menu button enabled.  When the user tried to use that button, it
issued an error message claiming that the server was defective, and that the
user needed to contact the server administrator.

As a consequence, I received many many bug reports.  I was not happy.  That
one little thing inflicted a lot of trouble on me.

The argument about "we had a business need...couldn't otherwise be
accomplished...in a more standards compliant fashion" is exactly the sort of
thing which must be rigorously opposed whenever it pops up.
