We can do that, but what is about older version compatibility by latest IMAP servers.
I've read this list continuously for at least five years, and it hasn't been a problem in that time.
I personally believe that very few IMAP4 clients were advanced enough to use PARTIAL, and those were quickly upgraded to use body-part FETCH when RFC 2060 was being written.
