Actually, I was talking about CREATE foo.1. when there is no foo.1.2 --
you need a placeholder in some way for foo.1

That's good too.  "CREATE mailbox." doesn't say that "mailbox" must be
\NoSelect -- it simply says that it must not be \NoInferiors.
