That seems to be a protocol violation - PERMANENTFLAGS is always a subset of FLAGS, no? My reading of that is that the only custom flag that's supported on that folder is $Forwarded, I don't know what the \* is doing there.
\* in PERMANENTFLAGS means that new flags can be created via STORE.
