I think IP blocking is a consequence of the Brightmail tactic. Brightmail 
was first step, IP blocking is second step based on Brightmail rejects.

I think the shotgun IP blacklisting was MS's step that what we IMGate 
admins have been taking for a long time.

step 1. Identify IPs + subnets with humongous volumes of SMTP rejects (this 
is info Brightmail reports could provide, and of course Brightmail must 
have the same list of ip and sender.domains that we all have).

step 2. Escalate from costly SMTP rejecting to much more efficient IP 
blocking (and whitelist anybody who complains (spammers will want to remain 
anonymous, so won't complain, and will stay IP blocked ))

The Brightmail + IP blocking must be having a huge positive impact on MS's 
mail systems, as we IMGate people have experienced already.
