Try this in you header checks, called as a regexp string (NOT pcre):
/[^[:print:]]{7}/ REJECT Your mailer is not RFC 2047 compliant
which will cover all of the headers, including the date.

I think the caret is in the wrong spot. Try it as:
/^Date: .*[^[:print:]]/
