webmin is apparently somewhat weak in the division of privileges between superuser and users. per domain filtering could be approached with postfix restriction classes, but I don't know of any setup for per-domain filtering. Most IMGates apply the same filtering to all traffic, simply what is spam is spam for everbody. Some IMGates are setup to whitelist recipient domain or recipients so they get all spam, no filtering.
