I think you're got it right.

The post box data, one can argue, is a use of public space by a quasi
public agency, and should be public.

The address data clearly has great commercial value.  It is too bad USPS is
not compelled to share it with the census bureau... there is massive
overlap between USPS and Census needs.  The USPS AIS database is far better
than "Tiger", far more complete.
