Hardly anybody lives in Union County. Places like this are very, very
challenging for OSM. It is likely that the OSM local community is
county GIS people. It is not going to look like New York.

Lets stick to the import guidelines please.

Mapbox has certainly devoted resources to the big NY address import.
If Randal is on contract to do the import, I have no problem with it,
and neither do the guidelines.

The guidelines do not require that you get married to the imported
area afterwards.

Lets not move the goalposts. An import is likely the only way this
part of the map will ever get its addresses. If we get the technical
details nailed, the map will be better of with the import than
without. If we are lucky, the county GIS people will care about
keeping OSM up to date.
