Great news on the upgrade.
V2 does support arbitrary areas, and Pierre Giraud has offered to
upgrade it since he's done it before for HOT.
Should make using the TM much more pleasant, faster, and useful.

The best option is probably the following one: if there's no private
data, an admin can send me the last version of the v1 database. It's
as simple as sending me the OSMTM.db file. I'll run the script with
this file to see where I get to.
And yes, the V2 can work with arbitrary areas.
