Frederik,
Please give people a bit of a break on this issue. Every time someone
says it, you question their logic. And then sometimes it gets debated a
bit. The outcome is always the same - no one knows for sure how much
imports help grow a community. The consensus on imports is usually if
the import improves the map and makes it more useful to many people,
then its a good thing. Building imports are almost always judged a very
good thing, if they are planned and executed well.
As for Miami, there is already an active mapping community. They may not
know each other, but there's a lot of mapping happening. The number of
contributors and edits in the Miami area has been growing steadily over
the years and its now one of the most active areas of the state.
