There is only one concern I have about changing this terminology, but this gets to a more core issue of the guidelines as they're discussed currently...
The DWG enforces the current document. It needs to be made clear that if Alice or Bob[1] decides to modify the document, they cannot in an of themselves modify the enforcement efforts of the DWG.
