The Norwegian OSM community (mailing list [email protected]) is about to start an import of all Norwegian roads. The import is detailed here:

Note that due to the extensive existing OSM road data in Norway, this is a purely manual import (as detailed on the Wiki page). Existing roads will have their geometry and tags updated to match the dataset, and new roads are only copied/pasted manually on a road-by-road if there is some other confirmation that the roads actually exist (local knowledge, aerial imagery, etc.).
