For information that you want to show to the importer, but don't want to risk uploading, you could abuse one of the following tags:
created_by odbl and a few other tags that get discarded before the upload takes place, at least when using JOSM. I feel we should have a few dedicated tags for that purpose, but that is something to solve at the editor level.
