We should be working to improve building tagging rather than making it a bigger mess. I always use building=garage for an independent garage and I think building=detached makes sense for both houses on the sort of properties you mention. The permitting information could go in another tag, leaving the building= tag for describing the type of structure. Anyway I've said my bit, I'll stop pulling the discussion away from the import.
