It's pretty much the same bullet points as always: * Web site says "license not specified". This means it defaults to "all rights reserved" even if the URL is "opendata.go.tz" - needs to be clarified. * You don't just "upload" such data to OSM, you integrate with what's already there. You don't want to upload a water point where one exists already, or where another incompatible feature exists. * Please explain - ideally, on a Wiki page - what tags exactly you wish to create on OSM and how you will determine the contents of each.
