Hi, Joachim:
Apart from clarifying the license thing (very important), you may
consider making a crowdsourced import using a Tasking Manager.
I give you 2 examples, but there are more:
Uganda Bureau Of Statistics Education Facilities import (import wiki [1]
and workflow wiki [2])
Nigeria eHealth Borno Health Facilities import (import wiki [3] and
workflow wiki [4]).
Making a manual crowdsourced import with the TM has some key advantages:
1) It makes validation easier.
2) You can add to the workflow another tasks. Typical info are adding
road access to each WASH point, and use the info of the WASH point to
add the name to the village it is in, if available.
3) And the most important of all, lets the OSM community get involved in
the mapping effort.
As OSM community, we need to check the original data before the import
starts, so don't forget to add it to the wiki.

this might be a good guide. I was thinking on using the ruby script to
convert the csv to osm. Depending on the possible tags we want to use,
the csv data will be altered before so only the tags wanted and accepted
will be used.

the Tanzanian community / OSM Africa to clarify the needs to determine
what could be added.

It's pretty much the same bullet points as always:
* Web site says "license not specified". This means it defaults to "all
rights reserved" even if the URL is "opendata.go.tz
<http://opendata.go.tz>" - needs to be
clarified.
* You don't just "upload" such data to OSM, you integrate with what's
already there. You don't want to upload a water point where one exists
already, or where another incompatible feature exists.
* Please explain - ideally, on a Wiki page - what tags exactly you wish
to create on OSM and how you will determine the contents of each.
