The Overpass query below shows the towns that already have limit polygons. In
these areas, the addr:city tag should not be added.

addr:city in unincorporated parts of the county would added needed detail.

Regarding the import account. I use one account for all my imports. I don't see
why you'd need to create another one for future imports.
