I just added a link to the data release letter both organisations have signed. 
I will add a link to the original data file(s) by tomorrow.
And yes, many of the features currently on OSM seem to have been traced against 
Bing while the buildings we intend to import have been traced against a high 
resolution aerial photo which we think has a higher absolute positional 
accuracy than the Bing imagery. So we would prefer to import the buildings with 
the position/coordinates they have now. What is the experience from other 
places and common procedure if data to be imported has been traced on better 
imagery than what’s already on OSM?
I will correct the four crossing buildings before import and add the two tags 
you proposed to the changeset.
