First, thanks for opening the data and for starting an initiative to import all 
finnish bus stops into OSM.

Did you consider using osm_conflate / cf_audit for importing? It would greatly 
simplify an effort to conflate the data, and would provide a ready-made 
framework for adjusting bus stops position to imagery before the import is 
uploaded.
