data from third parties which isn’t in the public domain is always a liability
for OSM, because it might be incompatible with a future license as codified in
the contributor terms (if anybody still believes in a possible license change
in the future), and it may taint other contributions that build upon it. Even
cc0 is such a liability because the data publisher does not guarantee that it
is free of rights.

Therefore the community should retain the right to refuse it.
