'Looking at each (new) object individually' is definitely not something that gets you off the hook with imports. The distinction i always like to use is that for something being not an import or a mechanical edit the mappers uploading the data need to have full control over the whole process from primary data (that is on-the-ground knowledge and measurements as well as aerial/satellite imagery) to the data uploaded.
