I recommend putting the address information on the building ways when the buildings only have one address. This is the approach other imports have followed, and generally what happens when someone maps a building normally.

You state it's under an open data license in the email and say it's with explicit permission in the wiki page. Which is it? In either case, please either document the license or a copy of the permission on the wiki.

Hello,
I amplanning to do an import of building footprints and addresses forthe City
of Flagstaff, Arizona, USA.  The proposedimport plan is below:
Wiki:https://wiki.openstreetmap.org/wiki/Import/City_of_Flagstaff,_Arizona_Buildings_and_Addresses
The source data isprovided by the City of Flagstaff under an open data license. The City is aware of the proposed import to OSM and has given explicit permission.   The City has shared the latest buildings and address data this month and we are doing some data preparation work now.
Please let me know of any questions or concerns.
Thanks,
Deane
