Can you link to the data you want to import as well please?
new buildings that do not intersect existing buildings or other OSM
data
Obvious question, what about `landuse=*` areas, you know buildings can
intersect them right?
Have you checked how many overlaps there are? What does the data look
like? Does it look good?
Can you link to the software tool you plan to use to convert the
original source data, to an OSM data file that you plan to
import/upload/open in your editor?
(And, as others have said, please link to the licence)
