it is easy to act according to the presence or not of an import=yes tag
to say that it is useless when the account is dedicated doesn't make
sense. you could also say that the description is not necessary when
there is a link to the wiki or that no changeset tag is necessary if the
account has a description of the import... well no, that's not the good
practices included in the guideline imports
