Regarding addr:full and addr:state: I probably should have phrased that better. These were useful for my own work using HIFDL as reference (but not primary source), but would be redundant for an import.

Currently, my proposal tags psychiatric hospitals as "amenity=hospital, healthcare=hospital, healthcare:speciality=psychiatry". However, I feel like psychiatric hospitals are a distinct category from regular hospitals. Is there a better tagging scheme for this? I also think there's some overlap between healthcare=rehabilitation and social_facility=nursing_home.
