OK, I have this up and running now, but had a few difficulties that I
need to document. I am using an NT workstations installation and
changed the SID of the new machine to match the old. I also created an
ERD on the old machine and attempted to do a recovery on the new
machine, but it does not like the ERD from the other machine. To solve
this problem, you can create an ERD on the new machine, delete the
sam._ and security._ files on the ERD and replace them with the same
files from the old machine's ERD. The recovery will then be happy with
the ERD and you can continue selecting only the security data -
verified the last option in the list of choices. Reboot the machine
and you have you complete user/group DB on the new machine. Just a
short note to document it, but I will put together a more thorough
document including registry locations for most of the options I have

I ran rdisk on the source machine, then took that data to the destination machine and booted it into 'repair' mode and then restored the security info.
