So if I understand correctly, specifying 
211.158.77.0/20 will block 211.158.64.0 thru 211.158.79.255
and
221.147.96.221/24 will block 221.147.96.0 thru 221.147.96.255

if entered in the Reject list.

Is this correct?

it's the old method.
exact ip is 32
class c  is 24
