Yes, this is the new error logging. It does this to prevent the delivery service doing anything with it until it's ready. Then it renames the .msg.tmp file to the .msg (same thing happens with the .rcp file). In this case, it threw an exception "file access denied" when it tried to rename the msg file. Winnt error code 5. I'll do some experiments to try and find what causes it (maybe the .msg file already exists, or there is still some sort of lock on the .msg.tmp file).
