The recipients aren't local, but the sender is. The problem is that when a
non-delivery message is generated, it doesn't seem to go through plugin1. It
did on the old server and I can't figure out what I've done wrong.

Check the IMS control panel accept mail for.  SMTPDS generates the failure
messages and need to realize that the recipient isnt local and deliver it to
smtprs/smtprcv.
