That's funny that you bring this up, because I just started getting that complaint, too. On two clients, it turned out to be an Outlook Express setting - Tools / Options, Security Tab - checkbox for "Do not allow attachments to be saved or opened that could potentially be a virus.". When they unchecked that box, they were able to receive attachments again.
I don't know if this is a new option, or if a security download updated the checkbox.
