It seems like any message sent to "postmaster" regardless of domain is being bounced. It doesn't matter if it is an internal message or an external one. The message just loops until it times out.
I ended up turning off "Copy local failure reports to postmaster" because the volume of messages was clogging the mail server. The mail counter went from zero to 1.8 million messages in 4 days. But since the messages get bounced, they are only temporarily written to disk. I didn't have this problem under NT4, but something is different under W2K3 that's causing it.
