I would suggest going with the latest version of SMTPRcv which stops about
95% of invalid user-domain emails. You can get it from here:

We are getting flooded by emails to our server in this format:

with everygroup of 4 or five with a different forged "from", therefore
putting the from address on my blacklist does no good. 

Can IMS help me with this problem by just dropping emails that do not have a
valid 'TO' ? 

You can imagine the traffic I get with 20K of these a day plus the bounce
messages...etc.
