The mail in \incoming is processed by SMTPDS. (SMTPRCV and SCSMFilter are
working properly if it gets that far). The problems I've had with SMTPDS
have all been on the sending side, but I would try stopping and restarting
SMTPDS when this happens. Perhaps it is getting hung processing some message
(I've seen that when sending) that causes it to stop processing any mail.
