I don't think it does. The case I've seen is where TF decides to whitelist
the mail; SCSMFilter doesn't know about that.

TF doesn't return ERR_SKIP, mainly because it wasn't originally designed as
a BPlugin. (And also because I personally don't use the Pass lists; I only
use the No-Delete lists.) I'll put that on the enhancement lists.

I think they all duplicate TF these days.

I suspect that would make it worse; if SCSMFILTER decided to trash the
message, I don't think it would then call TF to see if it should be deleted.
