Critical issues facing Delhi in such a scenario are:

     * its increasing "slummisation";
     * the illegal and unauthorized status of these slum settlements 
which preclude them from receiving basic services and being networked to 
the main city systems;
     * the large number of poor housed in unsanitary and unhealthy 
environments in these communities and the economic costs thereof;
     * pressures on existing city infrastructure in meeting the growing 
demands for basic services of water, sanitation, electricity, and transport;
     * the increasing migration into the city for economic reasons 
adding to the pressure on city resources;
     * the lack of people's participation in planning and action for 
improving the quality of living;
     * the insecurity of land tenure, which results in people not having 
a sense of ownership and not investing to improve their own environments;
     * the presence of multiple agencies responsible for infrastructure 
development resulting in overlaps and problems of coordination among 
center-, state-, and local-level agencies;
     * the gap between revenue and expenditure and lack of autonomy for 
purposes of taxation, pricing and cost recovery; and
     * the fact that the decentralization of power as envisaged under 
the 74th Constitutional Amendment to the elected representatives has not 
yet taken place.
