We have just had an election for a new committer in science.scanning fail 
because only two active committers received the scanning-dev e-mail to announce 
the election. When I asked the other two active committers why they didn't 
vote, they said they didn't receive the e-mail about the election.

I have restarted the election, and forwarded copied of the announcement to the 
other active committers, but it would be nice to work out how to prevent this 
happening again in the future.

Is there any way to tell which committers are subscribed to the dev list 
associated with the project?

If not, is there any way for a committer to find out the e-mail addresses of 
other committers, so they can be prompted to check their eclipse portal and 
vote?
