Even when the behaviour of all committers is perfect, there can be
problems such as automated suspension of emails if the committer's ISP
contrives to make it appear that the committer's email address is
unsatisfactory. I have twice been disabled by eclipse.org.
IMHO, the only reliable way to check is to send a test email inviting
all respondents to confirm their participation. Of course if they
correspond anyway, maybe no test needed.
